Uganda’s government is experiencing internal friction over its relationship with the International Criminal Court (ICC). The disagreement became public on the social media platform X, with Justice and Constitutional Affairs Minister Norbert Mao expressing concerns about the diplomatic implications of Foreign Affairs Minister Adonia Ayebare’s strong statements regarding the ICC.

Ambassador Ayebare recently issued a warning that Uganda might withdraw from the ICC, particularly in response to broad economic sanctions imposed on the court by the United States. Ayebare characterized the ICC as an “increasingly rogue institution” that unfairly targets African leaders and infringes upon the sovereignty of member states, deviating from its original global mandate.

Minister Mao, however, publicly cautioned Ayebare against rhetoric that could harm Uganda’s international standing and diplomatic interests. He emphasized the need for careful consideration of such threats, implying that they could have significant repercussions.

This exchange occurs against a backdrop of heightened international tensions surrounding the ICC, including the recent US sanctions. The differing viewpoints within the Ugandan government suggest a debate on how best to navigate these complex international relations and protect national interests while engaging with global justice mechanisms.

The situation also touches upon the stalled UN bid of former presidential candidate Olara Otunnu, with Mao alluding to Ayebare’s potential involvement in undermining Otunnu’s campaign.
