President Yoweri Kaguta Museveni has expressed strong appreciation for Russia’s enduring military assistance to Uganda, emphasizing the deep-rooted and historic ties between the two countries.
During a meeting with a Russian delegation led by Maj. Gen. Sergei Marchuk at State House Entebbe, on the sidelines of Uganda’s 64th Independence Day celebrations, Museveni noted that the relationship’s origins could be traced back to the 1917 Bolshevik Revolution.
He specifically thanked Russia for its contributions to the Uganda People’s Defence Forces (UPDF), highlighting military infrastructure projects completed in Magamaga, Entebbe, Kalangala, and Karama. These efforts are seen as crucial in bolstering Uganda’s defense capabilities.
Maj. Gen. Marchuk affirmed Russia’s commitment to supporting Uganda since its independence, expressing gratitude for the President’s reception. He detailed the successful completion of projects agreed upon a year prior, including an arms park in Magamaga, a watercraft maintenance center and rapid-response unit station in Entebbe, and equipment for the Marines pier in Kalangala.
Further enhancements were made at the Mechanised Warfare College in Karama, where a multimedia classroom was established. Marchuk also proposed extending Russian language training for Ugandan personnel, an initiative welcomed by President Museveni.
The meeting reaffirmed the mutual commitment to defense cooperation, infrastructure development, and personnel training, underscoring the sustained bilateral relationship. The two nations are set to sign a supplementary agreement for five years of Russian language training, commencing December 1, 2026.
