President Yoweri Museveni has announced a significant financial commitment of Shs125 billion towards the Uganda Medical Association (UMA) Savings and Credit Cooperative Organisation (SACCO). This fund is intended to empower health workers by offering them access to affordable credit facilities. The initiative aims to support their professional growth, including opportunities for further training and the establishment of entrepreneurial ventures.

During a meeting with medical interns and UMA leadership at State House Entebbe, Museveni lauded the proposal as a “worthwhile, one-time intervention.” He emphasized that the fund would not be a recurring expenditure but a strategic investment to enable doctors and other health professionals to finance specialized training and create employment opportunities.

The President also addressed the contentious policy linking medical school graduation with internship completion, stating that this practice would be rectified. He noted that the Ministry of Education and Sports had erred in this regard and that the separation of these two phases would be implemented.

Regarding the long-standing issue of medical interns’ allowances, Museveni committed to an upfront payment of Shs2 million for the current year, while discussions on a comprehensive remuneration structure continue. He questioned the cessation of financial support from sponsors during the internship period but acknowledged the need for further deliberation on the matter, balancing intern welfare with fiscal realities.

The UMA leadership, represented by its president Dr. Frank Asiimwe, expressed gratitude for the President’s pledge and highlighted the success of a previous Shs1 billion grant, which has reportedly grown to Shs13 billion, underscoring the SACCO’s potential. Dr. Asiimwe also presented several proposals for enhancing the health sector, including improved career progression for doctors and increased staffing levels in referral hospitals.

The Minister of Health, Dr. Chris Baryomunsi, commended the President’s dedication to the health sector, pointing to advancements such as the expansion of medical training institutions and improved health indicators. The Permanent Secretary, Dr. Diana Atwiine, assured that the ministry is actively consulting stakeholders and preparing proposals for Cabinet regarding intern allowances and other welfare concerns.
