Kabale District’s Human Resource Office is currently under scrutiny by the Inspectorate of Government (IGG) due to serious allegations of ghost workers being included on the government payroll. The investigation was prompted by reports reaching the office of the Kabale Resident District Commissioner (RDC), Major Godfrey Katamba.
Maj. Katamba indicated that officials from the IGG have made a visit to the district’s HR office to commence their inquiries. He noted that Kabale District currently reports having over 4,000 civil servants on its payroll. This number is being examined in light of previous audits that aimed to validate government staffing.
Recent reports, including the Auditor General’s 2022/2023 findings released in January 2024, have highlighted significant issues with the public service payroll nationwide. These findings pointed to thousands of irregular and non-existent employees, leading to estimated annual losses exceeding Shs 53 billion.
In response, Maj. Katamba has urged all departmental heads within Kabale District to conduct regular verifications of their staff lists. He stressed the importance of ensuring that payroll records accurately reflect the actual employees currently in service. Katamba stated that heads of departments should be held accountable for any discrepancies found within their sections.
The RDC welcomed the IGG’s intervention, aligning it with President Yoweri Museveni’s directive for a public service free from corruption. The ongoing investigation aims to determine the extent of the ghost worker problem in Kabale District and to identify all individuals potentially involved in these payroll irregularities.
