Plans to redevelop Kampala’s iconic City Square and the nearby Nakivubo Settlement Primary School are currently awaiting final decisions from the government. Minister for Kampala Capital City and Metropolitan Affairs, Minsa Kabanda, confirmed that proposals for both locations are under review.

A significant proposal involves businessman Hassan Bulwadda’s bid to redevelop City Square. This plan has progressed to a committee review stage within the government. However, the future of this historic public space has been a subject of debate, with past government orders designating it as a protected site, ostensibly barring commercial or private development.

Adding another layer to land use discussions in the city center, a separate proposal has emerged for the redevelopment of Nakivubo Settlement Primary School. According to Minister Kabanda, President Museveni has suggested transforming the school into a modern skilling center. This initiative would also incorporate commercial facilities, although no definitive decision has been reached on this potential project.

The ongoing reviews for both City Square and Nakivubo Settlement Primary School highlight persistent questions surrounding the management and future of public land in Kampala’s central business district.
