Uganda is setting a regional precedent by actively implementing community-driven climate resilience programs across 12 districts. This significant push was announced by the Minister of State for Environment, Ms. Beatrice Anywar, during a two-day East African regional workshop held in Kampala.
The workshop, themed “From Local Action to Lasting Change: Shaping the Future of Locally Led Adaptation in East Africa,” brought together delegates from Kenya, Tanzania, and Uganda, alongside international development partners, civil society, researchers, and financial institutions.
Discussions focused on aligning local climate risks with national budgets, enhancing community-led investments, and establishing robust accountability for climate action. Minister Anywar emphasized Uganda’s commitment by highlighting the recent launch of the “Locally Led Adaptation Community of Practice” on March 24, 2026, which is managed by the Department of Climate Change and Carbon Trade within her ministry.
Irish Ambassador to Uganda, Ms. Margaret Gaynor, underscored the critical importance of grassroots involvement, stating that effective climate interventions must originate at the community level for sustainable impact. She pointed to the ongoing El Niño-induced drought in Karamoja as an example of how reactive crisis management is far more costly than proactive prevention. Ambassador Gaynor noted that Ireland prioritizes empowering local communities with climate finance.
“Communities, local governments, and local institutions understand their risks and opportunities better than anyone else,” Ambassador Gaynor remarked. “When they are empowered with the resources and authority to act, adaptation becomes more effective.”
Echoing this sentiment, the Ambassador of Denmark to Uganda, Signe Winding Albjerg, stressed that success in climate resilience hinges on direct community engagement. Uganda has formalized its commitment by establishing a national Locally Led Adaptation Framework, designed to integrate with the country’s decentralization policy and the Climate Finance Strategy 2025–2030.
This initiative underscores Uganda’s dedication to ensuring climate action is effective, relevant, and sustainable by placing local communities at the forefront. This article is based on information from the Daily Monitor (Uganda).
