Six educators are facing charges at the City Hall Court for allegedly being in unauthorized possession of materials connected to the upcoming Primary Leaving Examinations (PLE). The teachers, identified as Dickson Tugeineyo, Deogracious Opio, Ismail Madete, William George Olwa, Bruno Lyazi, and Nathan Ssebulonde, were formally charged under Section 25(1) of the Uganda National Examinations Board (UNEB) Act, 2021.

Prosecutors allege that between September and October 2026, the group, along with other unidentified individuals, were found in possession of examination papers and related information purportedly concerning the PLE subjects of Mathematics, Social Studies, Integrated Science, and English. These subjects are exclusively managed by UNEB.

During their court appearance, Tugeineyo and Ssebulonde entered a guilty plea, while Opio, Madete, Olwa, and Lyazi denied the charges. The prosecution requested an adjournment to continue their investigation, noting that the inquiry is still in its preliminary stages.

The defense counsel urged the prosecution to disclose the evidence they intend to use against the accused and indicated plans to apply for bail for those who pleaded not guilty. Senior Principal Magistrate Nicholas Aisu has remanded all six teachers to prison until October 19.

On October 19, the court is scheduled to hear the mention of the case, review the brief facts, and consider the bail applications for the four accused who denied the charges. The case comes at a critical time as UNEB prepares to administer the 2026 PLE examinations.
