KCCA Denies Link to Officers Accused of Raping, Extorting Student

The Kampala Capital City Authority (KCCA) has publicly distanced itself from two men, Ismail Osenna and Julius Mukisa, who have been remanded to Luzira Prison on serious charges including rape and extortion against a university student. KCCA executive director, Sharifah Buzeki, stated that the authority was shocked by media reports falsely associating the suspects with KCCA employment.

Ms. Buzeki confirmed that an internal investigation was immediately launched and a team was dispatched to inspect the official charge sheet. “This is not true. Those suspects have never been our employees,” she asserted, adding that KCCA has no record of either Osenna or Mukisa being on their staff. She challenged anyone making such claims to provide verifiable proof of employment.

The alleged ordeal began in September 2022 when Osenna reportedly intercepted a student for violating a KCCA bylaw. Court documents indicate that Osenna initially demanded a bribe of Shs100,000. When the student couldn’t pay, he allegedly forced her to fetch water and then took her to a guest house where the rape is said to have occurred. Osenna is also accused of taking explicit photos of the student.

Following the alleged assault, court records show that Julius Mukisa used these nude photographs to blackmail the student between September 23 and September 27, demanding sexual favors under threat of publishing the images online. The student reported the cyber threats to the police, leading to Mukisa’s arrest. He faces charges of cyber harassment, while Osenna is charged with rape.

Both suspects have been remanded until October 19, as police investigations continue. KCCA has warned the public to be vigilant against individuals impersonating KCCA enforcement officers, noting that such impostors have been a recurring problem targeting citizens.
