The Uganda National Council for Science and Technology (UNCST) has appointed Jonan Kiiza, a well-known figure in public relations, to lead its communications efforts.
Kiiza brings a wealth of experience to the UNCST, having previously served as the Head of Corporate and Stakeholder Affairs at the Uganda Electricity Distribution Company Limited (UEDCL). He gained significant public recognition for his role in managing communications during UEDCL’s critical transition and takeover of power distribution operations.
His primary objective at UNCST will be to elevate the council’s profile and ensure its initiatives are clearly communicated and aligned with Uganda’s socioeconomic transformation agenda, particularly under the Fourth National Development Plan (NDPIV).
“My immediate task is to elevate UNCST’s profile and position it as a leading national centre for science, technology, and innovation,” Kiiza stated following his appointment. He emphasized the importance of connecting UNCST’s work to the nation’s development goals.
At UNCST, Kiiza will be responsible for translating complex scientific research, policy decisions, and technological advancements into easily understandable messages for the public and various stakeholders. This appointment comes at a time when the government is placing a strong emphasis on scientific progress, digital transformation, and industrial innovation as drivers of economic growth.
A senior UNCST official, speaking anonymously, highlighted the strategic importance of this appointment. “Bringing in tested communications leadership is a deliberate step to bridge the gap between our scientific community, the public, and industry partners,” the official noted, stressing the need to move science and technology beyond academic circles.
Kiiza’s prior experience at UEDCL saw him frequently engaging with the media on critical issues concerning power supply, infrastructure, and administrative changes. His role in stakeholder relations during a major utility sector restructuring was also recognized in UEDCL’s annual report.
The UNCST, a semi-autonomous body under the Ministry of Science, Technology, and Innovation within the Office of the President, has a mandate to advise the government on science policy, oversee scientific ethics, and coordinate research and development nationwide.
