Ex-Namasagali University Staff Sue Govt for Shs2.8 Billion in NSSF Dues

A group of 28 former staff members from the defunct Namasagali University have initiated legal action against the government, demanding Shs2.8 billion in outstanding National Social Security Fund (NSSF) contributions.
Led by coordinator Daniel Isabirye, the former employees allege that the government has neglected to fulfill President Yoweri Museveni’s directive to settle all their dues, including NSSF benefits, following the university’s closure and its integration into Busitema University.
According to court documents, the government had previously disbursed Shs330.6 million in salary arrears in November 2025. However, the employees argue that their NSSF benefits, which accrued between 2004 and 2019, were not included in this payment.
Isabirye stated that legal intervention became necessary due to the Ministry of Justice and Constitutional Affairs’ failure to comply with the presidential directive. The case is slated for hearing at the Jinja High Court on October 12.
The employees’ claim is supported by a letter from President Museveni dated October 30, 2023, which acknowledged their service and directed their compensation after verification, even in the absence of a formal memorandum of understanding regarding the university’s liabilities.
Despite subsequent correspondence between relevant ministries, including reminders from the Ministry of Finance and inquiries from the Ministry of Education, the NSSF component of the payments was allegedly omitted.
However, the government, through the Permanent Secretary of the Ministry of Justice and Constitutional Affairs, Robert Kasande, disputes this, asserting that the Shs330.6 million paid in November 2025 covered all entitlements, including NSSF benefits. The court will now be tasked with resolving this discrepancy.
