Deputy Speaker Thomas Tayebwa has strongly recommended the Ministry of Health implement a nationwide rollout of community health extension workers. This initiative aims to bridge the critical gap between individuals in remote areas and formal healthcare services.
During a parliamentary plenary session, Tayebwa highlighted the essential role these workers play in providing basic health checks and health education at the community level. He assured that Parliament would prioritize primary healthcare funding during budget deliberations to support the program’s expansion.
Tayebwa shared an anecdote from a health worker graduation ceremony in Mitooma district, where participants were equipped with diagnostic tools like blood pressure monitors and glucometers. These tools enable them to perform initial assessments and identify individuals requiring further medical attention.
He also stressed the importance of timely and adequate remuneration for these health workers, noting that many have not received their allowances. Tayebwa mentioned that the Ministry of Health has sought supplementary funding from the Ministry of Finance to address these payments.
Echoing the Deputy Speaker’s sentiments, the Leader of the Opposition, Joel Ssenyonyi, underscored the necessity of prompt payments and even suggested an increase in their stipends. He confirmed that the Minister of State for Health acknowledged the delayed payments and promised follow-up.
Minister of Health, Dr. Chris Baryomunsi, explained that the delays were due to a transition in funding from international partners to the government. He stated that the workers currently receive Shs150,000 per month and that efforts are underway with the Ministry of Finance to secure funds for outstanding arrears. The program, which currently operates in 70 districts with two trained individuals per parish, is relatively new, and an informational paper on its scope and impact will be presented to the House.
