South Sudan Envoy Denies Ban on Ugandan Traders in Juba

Recent reports of a ban on Ugandan and other foreign traders engaging in small businesses in Juba have caused significant concern. Juba County Caretaker Commissioner Kalisto Lado had reportedly issued directives preventing foreigners from operating businesses such as chapati stalls, boda boda services, and vending charcoal, tomatoes, and onions.
However, the South Sudanese Embassy in Kampala has moved to allay these fears. Akuol Abijok Deng, the charge d’ affairs at the embassy, stated that the notice issued by Commissioner Lado does not represent the official position of the South Sudanese government in Juba. Deng emphasized that Lado, as a caretaker commissioner of a county, is not authorized to speak on behalf of the national government or the state government.
“The statement doesn’t represent the position of the Republic of South Sudan. It is not from the state government,” Deng told journalists. She further clarified that Lado’s position is akin to a local government official, and his views should not be misconstrued as government policy.
Deng assured Ugandan traders and the public not to panic, stating, “I can assure our Ugandan sisters and brothers who are in South Sudan that don’t panic. There is no such and there will never be such.” She highlighted the paramount importance of the relationship between South Sudan and Uganda, affirming that it is highly valued.
The embassy is expected to release a formal press statement addressing the matter soon, providing further reassurance to foreign business owners operating in Juba. This clarification is anticipated to bring relief to many Ugandans and other foreign nationals who feared potential expulsion from their businesses.
