Eddie Mutwe and Achilleo Kivumbi Denied Immediate Release Despite Bail Grant

Four individuals associated with the security detail of National Unity Platform (NUP) president Robert Kyagulanyi Ssentamu, commonly known as Bobi Wine, have been granted bail. These include Eddie Mutwe (Edward Ssebuufu), Achilleo Kivumbi, Gaddafi Mugumya, and Grace Wakabi Smart. Each was required to furnish a cash bail of Shs5 million.
However, the bail decision does not pave the way for the immediate release of all four. Eddie Mutwe and Achilleo Kivumbi will continue to be held in custody because they are facing distinct charges before the Kawempe Magistrates Court. This means that while Kivumbi, Mugumya, and Wakabi might soon be free pending the outcome of the Masaka case, Mutwe and Kivumbi’s detention continues due to the separate Kawempe charges.
Mutwe was apprehended in Mukono District on April 27, 2025, and his detention drew significant public attention, with the then Chief of Defence Forces acknowledging he was held in a basement. He was later charged with aggravated robbery, robbery, and assault concerning an alleged incident at a businessman’s burial in Lwengo District in May 2024. Kivumbi, Mugumya, and Wakabi were arrested in February 2025 and also faced charges related to the same Masaka case, where they are accused of robbing a journalist and assaulting others during the burial. The accused have consistently denied these allegations.
Their arrests followed a period where the NUP reported numerous abductions and incommunicado detentions of its supporters. An earlier bail application for the four in the Masaka case was rejected by the High Court in August 2025, citing concerns about interference with witnesses. Furthermore, Mutwe and Kivumbi are involved in another case at the Kawempe court concerning allegations of unlawful military-style drilling at NUP offices. An application for mandatory bail in this Kawempe case was dismissed in October 2025 due to the court reportedly lacking jurisdiction.
It is important to note that all accused individuals are presumed innocent until proven guilty in a court of law.
