EC Orders Repeat LC1 Elections in 54 Villages Across Uganda

The Electoral Commission (EC) has announced that repeat elections for Local Council I (LC1) chairpersons will be held in 54 villages across Uganda. These fresh polls are necessitated by disputes and challenges that arose from the initial elections conducted on July 28.
Justice Simon Byabakama Mugenyi, Chairperson of the EC, stated in a notice dated October 6 that the first batch of these repeat elections will take place on October 15 and October 19. “Subsequent batches would be announced in due course,” he added.
The EC is exercising its constitutional mandate to resolve contested election outcomes. Article 61(1)(d) of the Constitution empowers the Commission to ascertain results in villages and cells where the outcomes have been challenged. This action follows numerous complaints regarding the declared results from the July elections.
In Kampala alone, 38 villages are slated for repeat LC1 chairperson elections. The Commission mentioned that it is continuing to investigate and determine the remaining complaints and will communicate its decisions as they are finalized. For villages where the EC has upheld the original results, decisions have been communicated to the relevant parties and returning officers.
Candidates, voters, and all stakeholders in the affected villages are urged to adhere to electoral laws and guidelines during these repeat polls. The initial LC1 elections faced several challenges, including disruptions, violence, destruction of materials, tied results, voter register disputes, and candidate deaths, which prevented polling in 1,135 villages nationwide.
