Butebo District Faces Service Delivery Crisis Due to Severe Vehicle Shortage

Butebo District is currently grappling with a severe lack of operational vehicles, a situation that is significantly hindering its ability to effectively deliver services and monitor government initiatives across the region.

With only five vehicles running out of the district’s fleet, most of which were acquired when Butebo was established in 2017 and are now largely grounded due to mechanical issues, departments are forced to share the limited resources. This shared system places immense pressure on officials who rely on transport for essential tasks such as project supervision, community engagement, and responding to emergencies.

The engineering department, for instance, has reported having no vehicle or even a motorcycle, making it extremely difficult to supervise road maintenance and other critical works. Similarly, the education and production departments face considerable hurdles in their monitoring and outreach efforts.

District officials have indicated that while a board of survey has recommended the sale of many of the non-functional vehicles, the immediate concern is the impact of this mobility crisis on essential government operations. The district chairperson, Mr. Sam Keddi, highlighted that despite these challenges, his administration has focused on improving staff punctuality and addressing key issues in health, education, and infrastructure.

However, the vehicle shortage remains a persistent obstacle, especially in a rural district where officials must frequently travel to remote health facilities, schools, and farming communities. The limited fleet means that when multiple departments require transport simultaneously, difficult choices must be made, potentially delaying vital oversight and support.

Officials are urging for the allocation of funds to procure new vehicles to alleviate the transport crisis and ensure that service delivery and program monitoring can be conducted effectively throughout the district.
