US Pledges Enhanced Partnership with Uganda in Health, Investment, and Security

Mikael Cleverley, the US Embassy chargé d’affaires in Kampala, announced that the United States is committed to deepening its relationship with Uganda. He emphasized that the current bilateral ties are the strongest they have ever been, with a shared political will from both nations to achieve more together.
Cleverley highlighted a pivotal new $2.3 billion memorandum of understanding for health cooperation. This five-year initiative shifts from a traditional donor model to one where the Ugandan government will have greater leadership and management responsibility for health programs, including HIV, tuberculosis, malaria, and global health security. The US will contribute $1.7 billion, with the remainder from Uganda, and assistance will be linked to performance and outcomes, aiming to empower Ugandan health institutions.
Commercial diplomacy is another major priority. Cleverley noted growing American business interest, citing the entry of Starlink and investments from other major companies as positive signs. The US seeks investments that create local opportunities, add value, and align with Uganda’s growth strategies, particularly in sectors like technology, tourism, and connectivity. Companies like Boeing and Starlink are seen as potential partners for enhancing Uganda’s global connectivity and internet access.
The US also sees potential for American firms in Uganda’s minerals and energy sectors, alongside continued contributions to health and infrastructure development. Cleverley mentioned Abbott’s recent supply of diagnostic equipment to rural health facilities as an example of beneficial collaboration.
Addressing concerns about travel restrictions following the Ebola outbreak, Cleverley stated that these decisions are made and reviewed in Washington, D.C., taking into account the broader regional situation. He commended Uganda’s handling of the Ebola outbreak but noted ongoing concerns about the situation in neighboring countries. The US Embassy aims to see travel return to normal as soon as feasible.
