Uganda's Mombasa Consul General, Herbert Kiguli, Remanded Over Shs494m Loss

Ambassador Herbert Kiguli, Uganda’s Consul General in Mombasa, Kenya, has been remanded to Luzira Prison by the Anti-Corruption Court in Kololo. The 59-year-old diplomat faces charges of causing significant financial loss to the government and abuse of office.

Appearing before Principal Magistrate Christopher Opit, Ambassador Kiguli pleaded not guilty to all allegations. He was remanded until October 7, 2026, when his bail application will be heard. The prosecution alleges that the offenses occurred during his previous role as Commissioner for Human Resource Management at the Ministry of Agriculture, Animal Industry and Fisheries.

According to the Inspectorate of Government, Kiguli is accused of originating and signing five requisitions totaling Shs614,768,000 in November 2020. These funds were intended for Bukalasa Agricultural College but were allegedly not budgeted for or expected by the institution. Crucially, there was reportedly no valid Memorandum of Understanding in place to govern the financial relationship between the ministry and the college.

The prosecution contends that these actions resulted in a direct financial loss of Shs494,097,270 to the Ugandan government. The funds were supposedly for various ministry activities, which could not proceed due to COVID-19 restrictions at the time.

Ambassador Kiguli, a seasoned public servant, was appointed to his Mombasa post in October 2024. The Inspectorate of Government has reaffirmed its commitment to protecting public funds and warned public officials against financial misconduct.
