Permanent Secretary in the Ministry of Local Government, Ben Kumumanya, has issued a strong call to action for newly installed local government leaders, emphasizing the critical need to bolster accountability mechanisms and combat corruption.
During the 2026 Induction of Local Government Councils in Luwero District, Kumumanya implored the elected officials to move beyond passive oversight and take a more hands-on approach to monitoring government programs, budgets, and projects. He stressed that councillors bear the ultimate responsibility for both the budget and its execution.
Kumumanya highlighted the importance of leaders understanding financial allocations for essential services such as roads and schools, and diligently following up on their implementation. He used road maintenance as a prime example, stating that leaders must demand clear explanations when allocated funds and equipment do not translate into completed projects.
“If the money is there and the machines are there, and the roads are not being done, then somebody must explain,” he asserted, underscoring the accountability inherent in their positions.
The Permanent Secretary reminded the leaders of their ongoing accountability for decisions made during their tenure and urged them to act as custodians of public resources. He also stressed the importance of fostering close collaboration with technical teams to enhance service delivery effectiveness.
Kumumanya’s visit to Luwero also included an inspection of the district’s administration block under construction. The induction program, themed “Enhancing Capacities of Local Government Leaders for Efficient and Effective Service Delivery,” is being implemented across 35 local governments and is funded by the Government of Uganda to equip leaders with the necessary skills for their roles.
