Mt. Elgon Resettlement, Railway Reforms, and Virtual Independence Day Get Cabinet Nod

The Ugandan Cabinet has sanctioned a crucial resettlement initiative for households situated in the perilous landslide-prone zones of the Mt. Elgon region. This move comes as the government anticipates intensified rainfall and aims to mitigate risks associated with natural disasters.

Under the approved plan, each identified household will be provided with two acres of land in a secure location, along with Shs10 million to facilitate the construction of a new home. The current phase of this intervention has seen an allocation of over Shs62 billion, intended to support 2,217 households. However, a substantial number of over 10,558 households remain vulnerable, with an estimated Shs190 billion needed to resettle all affected families.

Beyond disaster preparedness, the Cabinet also gave its approval for significant reforms within the railway sector. The existing Uganda Railways Corporation Act is set to be replaced by a new Uganda Railway Bill. This legislative update aims to incorporate modern technological advancements and address contemporary developments in the railway industry, aligning with the government’s broader strategy to revitalize rail transport for goods and passengers and alleviate pressure on road networks.

Further bolstering the railway infrastructure, a loan amounting to €405 million has been approved to support the Malaba-Kampala Standard Gauge Railway project. This funding is a key step in securing the necessary capital for the long-awaited project, which is envisioned to enhance regional trade and offer an alternative cargo route.

In a shift from tradition, this year’s Independence Day celebrations will be held virtually from State House Entebbe, with a limited physical attendance of only 30 individuals. This decision modifies the customary large public gatherings associated with national celebrations.

Lastly, the Cabinet has approved the establishment of a new public university in the Busoga sub-region, to be named Iganga University. This institution will be formed from the former Busoga University, which had its operating license revoked in 2017. The government has allocated Shs89.998 billion for its establishment and operational commencement, marking a significant effort to revive the institution as a public entity.

These decisions reflect a multifaceted approach by the Cabinet, addressing critical areas of national concern including disaster management, infrastructure development, public events, and higher education. Further parliamentary and governmental actions will be required for the full implementation of these resolutions.
