KCCA Officers Charged with Rape, Cyber Harassment of Student

Two KCCA enforcement officers are facing serious charges before the Buganda Road Chief Magistrate’s Court. Ismail Osena, 36, has been accused of rape, while Julius Mukisa, 21, faces a charge of cyber harassment.
The prosecution alleges that Osena committed the act of rape on September 22 at a guest house in Kampala. However, the principal magistrate stated that the court lacks the jurisdiction to try the rape case, and Osena was not required to enter a plea.
Mukisa, who appeared separately, denied the cyber harassment charge. The prosecution claims that between September 23 and 27, Mukisa sent obscene and indecent messages to the student via WhatsApp. The magistrate remanded Mukisa until October 19 and advised him of his right to apply for bail.
According to the student’s statement, she was apprehended by two men identifying themselves as KCCA officers for allegedly stepping on flowers. They demanded a fine or a large quantity of water. When she stated she couldn’t pay, they threatened to take her to their office, where the fine would be significantly higher.
The student alleges that a tall, light-skinned man then took her to a dark room and sexually assaulted her. She further stated that after escaping, she returned home. Her brother discovered the incident upon seeing explicit photographs on her phone, which she claimed were sent by her assailant with threats of posting them online unless she sent money.
These allegations have not yet been proven in court, and investigations are continuing.
