Judge Recommends Deportation for Afghan Refugee Who Killed Dog Walker

A judge has recommended the deportation of Dawood Safi, a 28-year-old Afghan refugee, following his involvement in a violent incident that led to the death of Wayne Broadhurst, a 49-year-old dog walker, and the injury of two other individuals.
The court heard that on October 27, 2025, Safi, experiencing paranoid delusions and auditory hallucinations, launched a “frenzy of violence” in Uxbridge, west London. The attacks began at his residence, where he first assaulted his landlord, Shahzad Farrukh, before fatally stabbing Mr. Broadhurst multiple times as he walked his dog. A 14-year-old boy was also stabbed during the spree.
Safi pleaded guilty to manslaughter by reason of diminished responsibility. Mrs. Justice Cutts, presiding over the case at Southwark Crown Court, stated that Safi was in a “psychotic state” during the attacks. While acknowledging the profound grief of Mr. Broadhurst’s family, describing him as a “hard-working and decent man who was deeply loved,” the judge emphasized that the ultimate decision regarding Safi’s deportation rests with the Home Secretary.
Safi, who arrived in the UK in 2020 and sought asylum by misrepresenting his age, had no prior convictions. Despite working as an Uber driver and studying, his mental health had deteriorated significantly prior to the events. Medical assessments indicated he was suffering from psychotic depression, with “paranoid and persecutory beliefs” and voices influencing his actions.
He has been given an indefinite hospital order at Broadmoor high-security hospital. Doctors recommended this to ensure public safety, anticipating a lengthy stay followed by potential transfer to a medium-security facility and lifelong monitoring if he is ever released into the community. The judge noted that had Safi not been suffering from mental illness, he would have faced a life sentence with a minimum of eight years. The devastating impact of the crime on Mr. Broadhurst’s partner was also highlighted in court.
