The Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) is considering whether to initiate censure proceedings against Finance Minister Henry Musasizi.

This potential action stems from Mr. Musasizi’s repeated absence from the parliamentary probe investigating a significant Bank of Uganda liability amounting to Shs140.4 billion, which is linked to businessman Hassan Basajjabalaba’s HABA Group.

COSASE has expressed frustration, accusing the minister of failing to provide crucial explanations regarding the Ministry of Finance’s involvement. Specifically, the committee seeks clarity on the ministry’s role in a 2017 directive to the Bank of Uganda to issue a letter of comfort for the substantial sum to HABA Group.

Committee chairperson, Joel Ssenyonyi, indicated that the committee members would convene on Tuesday morning to review the minister’s conduct and decide on the next steps.

This investigation also touches upon disputes regarding the HABA Group’s claims against the government. Businessman Hassan Basajjabalaba has previously contested the Shs140 billion figure, stating the total claim was Shs168.8 billion and that a considerable portion remains outstanding.

Disagreements over the ownership of City Square have also emerged, reportedly connected to the broader compensation dispute between HABA Group and the government.

The committee’s decision on censuring Minister Musasizi is anticipated to be made following their Tuesday meeting.
