The Uganda Revenue Authority (URA) has officially commenced a one-year transition phase that will see National Identification Numbers (NINs) replace Tax Identification Numbers (TINs) for individual taxpayers. This significant shift is a key component of the government’s strategy to streamline tax administration and boost revenue collection.
As of the launch, approximately 2.1 million out of the total 5.7 million taxpayers have had their existing TINs successfully mapped to their NINs. This process is crucial for establishing a unified identity system for tax purposes.
The transition is expected to significantly curb tax duplication and evasion by ensuring that each individual has a single, verifiable tax identifier. The NIN will become the primary identification for individuals across various transactions, including licensing and financial dealings.
This initiative is part of a broader plan to improve Uganda’s tax-to-GDP ratio, with the government targeting an increase from the current 14 percent to 20 percent by the year 2029. While individual taxpayers will use their NINs, companies and other non-individual entities will be identified through their Business Registration Numbers.
The URA has outlined a three-phase approach for this transition, beginning with the mapping of TINs to NINs, followed by biometric authentication, and concluding with the full roll-out of the new system. This comprehensive strategy is designed to ensure a smooth and efficient integration of NINs into the tax framework.
