Man Remanded for Allegedly Forging Top Government Job Vetting Letters

Franklin Babibaasa, a 58-year-old self-employed individual from Kampala, has been formally charged with forging and presenting a fake vetting letter intended for high-level government appointments. He appeared before the Buganda Road Chief Magistrate’s Court and pleaded not guilty to two counts of forgery and uttering a false document.

The prosecution alleges that on August 23, 2026, Babibaasa fabricated a vetting letter for the position of Executive Director. This purported document was designed to be applicable to multiple prominent government bodies, including the Kampala Capital City Authority (KCCA), Uganda National Bureau of Standards (UNBS), National Medical Stores (NMS), Posta Uganda, Uganda Revenue Authority (URA), Uganda Wildlife Authority (UWA), National Social Security Fund (NSSF), Uganda National Examinations Board (UNEB), Civil Aviation Authority (CAA), Uganda Communications Commission (UCC), and the Uganda Registration Services Bureau (URSB).

Babibaasa is accused of creating this false document contrary to the Penal Code Act. Furthermore, he allegedly presented the forged letter to the Minister of State for Foreign Affairs (Regional Affairs), Hon. John Mulimba, claiming it was an authentic document signed by Florah Kiconco, who was reportedly acting on behalf of the Principal Private Secretary to the President.

Investigators are continuing their work on the case. The court ordered Babibaasa to be remanded in Luzira Prison until October 19, 2026, when the case will be mentioned again.
