Uganda Unveils Digital System to Monitor Jobs and Employers

The Ugandan government is implementing a significant digital transformation in its labor sector with the rollout of the Labour Administration Management Information System (LAMIS). This new platform aims to consolidate labor information from districts and local governments into a single, accessible database.

According to Mr. Apollo Onzoma, Assistant Commissioner for Industrial Relations, LAMIS is designed to enhance the generation of administrative data and standardize labor reporting. The system will empower Labor Officers to meticulously record and update crucial details concerning employment, businesses, and the outcomes of labor inspections. This will enable the government to effectively monitor job creation and loss, identifying emerging employment trends across various regions and industries.

Furthermore, LAMIS is expected to improve the accuracy and efficiency of employer reporting and the transmission of inspection findings from local levels to the central ministry. The quality of the data generated will hinge on the diligence of users in entering and managing information. This initiative aligns with the government’s ambitious target of creating approximately 900,000 jobs annually under the Fourth National Development Plan (NDP IV), which emphasizes the development of a skilled and competitive workforce.

The digital system, developed by Centric Solutions, will provide critical insights into job market dynamics, helping policymakers pinpoint areas of growth and decline in employment, as well as identify in-demand skills. While LAMIS will not directly create jobs, it is anticipated to serve as a vital tool for informing effective employment policies and programs. The modernization of labor administration through this digital platform began in March 2024, with a planned full operational launch following the resolution of issues identified during training sessions.
