UEDCL Launches Major Infrastructure Overhaul to Combat Kampala Power Outages

The Uganda Electricity Distribution Company Limited (UEDCL) has announced a comprehensive plan to upgrade its power infrastructure in and around the Greater Kampala area, aiming to resolve frequent blackouts that have frustrated over 80,000 consumers. This initiative, launched through a series of stakeholder engagements, focuses on enhancing supply reliability and accommodating the growing demand for electricity.
Key interventions include upgrading the Kawanda Substation transformer to alleviate capacity issues affecting areas like Naalya and Kyaliwajala. Additionally, UEDCL is splitting the overloaded Seeta-Bukerere distribution line to stabilize voltage, reduce congestion, and speed up recovery times during faults. Emergency measures, such as installing extra transformers and replacing old equipment, are also being deployed across affected communities.
These upgrades are expected to directly benefit residents and businesses in numerous localities including Kira, Namugongo, and Naalya. UEDCL is also collaborating with the Uganda Electricity Transmission Company Limited (UETCL) to boost the overall transmission capacity for Greater Kampala. Beyond the capital, UEDCL is progressing with new substations and refurbishing power lines in several other regions, with the goal of achieving up to 98 percent network reliability upon completion.
However, UEDCL highlighted that widespread vandalism of utility infrastructure remains a significant challenge, causing disruptions and economic losses. The company is urging communities to act as “eyes and ears” by reporting any suspicious activity near electrical installations. Furthermore, UEDCL cautioned consumers against connection scams, advising them to use official channels for all transactions and report any fraudulent attempts.
Local leaders, including police commanders and mayors, have pledged support for security measures and a collaborative approach to address the challenges, aiming to restore public confidence in the electricity provider and ensure stable power for economic development. The company stresses the importance of community vigilance and adherence to official processes to safeguard the grid and facilitate reliable power supply.
