Museveni Advocates for Comprehensive Support Policy for Uganda's Elderly

President Yoweri Museveni has stressed the urgent need for a dedicated and comprehensive policy to address the unique needs of Uganda’s aging population. Speaking at the International Day of Older Persons celebration, the President highlighted the importance of specialized healthcare, robust family support systems, and improved economic empowerment for the elderly.
The virtual commemoration, themed “Ageing with Dignity: Strengthening Care and Support Systems,” underscored the UN’s designation of the day to promote understanding and support for aging demographics. Museveni acknowledged that while elders have always been integral to Ugandan society, a deliberate policy framework has been lacking.
He proposed that support should be anchored in three traditional pillars: family, wealth, and home. While acknowledging potential intergenerational conflicts over wealth and respect, he urged both elders and younger family members to practice honesty, mutual respect, and consultation. Museveni also advocated for legal protections against disinheritance and property disputes.
Regarding healthcare, the President suggested the government explore the establishment of geriatricians, specialized doctors for the elderly, potentially one per district, and provide scholarships for medical professionals to pursue this specialization. He also emphasized the role of physical exercise and healthy lifestyles in preventing age-related health complications.
On economic empowerment, Museveni defended the inclusion of older persons in the Parish Development Model (PDM), encouraging their participation in income-generating activities like goat rearing. He acknowledged discussions about lowering the eligibility age for the Senior Citizens Grant (SAGE) and increasing its payout, but noted current competing financial priorities.
Ministers and other stakeholders present lauded the elderly for their contributions to cultural preservation, economic development, and national stability. They also highlighted the significant role older persons play as breadwinners and custodians of knowledge, while advocating for greater social protection and access to healthcare and legal services. The event concluded with the launch of a “Daily Exercises Chart for Older Persons” to promote active and healthy ageing.
