The Justice Forum (JEEMA) party has intensified calls for the production of missing opposition activist Sam Mugumya before the High Court. The party is also demanding a thorough, independent investigation into disturbing allegations that Mugumya has been subjected to torture.
These demands stem from a video statement released by Lt Herbert Mabonga Matanda, who claims to be a former Defence Intelligence and Security officer. Mabonga alleged the existence of an illegal detention facility operated by the Special Forces Command (SFC) in Abayita Ababiri, along Entebbe Road. He presented footage purportedly showing Mugumya in a severely weakened state, reliant on a walking frame.
JEEMA emphasized that these allegations warrant scrutiny, especially given the ongoing legal efforts to ascertain Mugumya’s whereabouts. A writ of habeas corpus was issued by the High Court in September 2025, ordering authorities to produce Mugumya and justify his detention. However, his location and condition remain a subject of significant concern.
The party stated that Uganda must uphold its constitutional commitment against torture and respect the legal framework governing detentions. They urged the Chief of Defence Forces, Gen Muhoozi Kainerugaba, to facilitate Mugumya’s immediate production in court.
Furthermore, JEEMA seeks access for the Uganda Human Rights Commission and the Uganda Law Society to the alleged SFC detention sites. They also advocate for independent medical examinations of any detainees found in these facilities, aiming to ensure transparency and accountability.
The Uganda People’s Defence Force (UPDF) has previously denied holding Mugumya. An affidavit filed in September 2025 stated that searches of military detention facilities yielded no evidence of his custody. Mugumya was reportedly arrested by military operatives in Mbarara in late August 2025.
JEEMA believes a transparent investigation is crucial to verify the authenticity of the recent footage and to definitively establish Sam Mugumya’s current status and well-being.
