East African Leaders Converge for $16B Dangote Refinery Groundbreaking in Lamu

The proposed Dangote East Africa Petroleum Refinery, a colossal $16 billion (Shs61 trillion) undertaking, saw a significant political endorsement with a ‘groundbreaking’ ceremony in Lamu, Kenya. The event, held on September 30, 2026, gathered several African leaders, including Ugandan President Yoweri Museveni, Kenyan President William Ruto, Benin’s Romuald Wadagni, Togo’s Jean-Luc Savi de Tové, and Ethiopian Prime Minister Abiy Ahmed.

Spearheaded by Nigerian billionaire Aliko Dangote, the greenfield refinery is designed with an impressive plant capacity of 700,000 barrels per day (bpd) of crude oil. This capacity would make it the largest in both East and Central Africa, and among the biggest globally.

The project’s sheer scale and strategic importance have generated considerable regional interest, potentially reshaping the oil map of East Africa and presenting both opportunities and challenges for national interests. The involvement of multiple heads of state underscores the perceived significance of the refinery for regional economic integration and energy security.

This development follows earlier discussions where Dangote, Africa’s richest man, expressed his willingness to replicate the success of his Nigerian refinery in East Africa. The arrival of the first vessel carrying project cargo at Lamu Port earlier this year further signaled the project’s progression. The refinery’s potential commissioning is expected to be a major event, with indications of participation from numerous heads of state.

The Dangote refinery’s future also involves potential for a significant Initial Public Offering (IPO), with stock exchanges in South Africa, Kenya, Egypt, Ghana, and Rwanda reportedly holding discussions with Dangote’s advisors.
