Uganda to Host Inaugural African Conference on Military Operations Beyond War

Uganda is set to host the inaugural African conference on Military Operations Other Than War (MOOTW) next week. The event, scheduled to take place at Speke Resort Munyonyo from October 5 to 8, 2026, will gather defence chiefs from 14 African nations, along with representatives from continental and regional security organizations.

Organized by the Ministry of Defence and Veteran Affairs and the Uganda People’s Defence Forces (UPDF), the conference aims to address emerging security threats. Discussions will cover a wide range of topics including transnational threats, cybersecurity, artificial intelligence, peace support operations, climate change, disaster management, and maritime and border security.

Chief of Defence Forces, General Muhoozi Kainerugaba, confirmed the meeting and emphasized Uganda’s commitment to an African-led, preventive, and cooperative approach to these evolving security challenges. The UPDF plans to share its extensive experience in peace support operations, counterterrorism, and civil-military cooperation.

Confirmed participants include representatives from countries such as Kenya, Rwanda, South Africa, and Ethiopia, as well as organizations like the African Union, the East African Community (EAC), and ECOWAS. Commanders from various UN and AU peace support missions are also expected to attend, highlighting the continental scope of the security issues to be discussed.

This conference underscores Uganda’s role as a host for critical regional and continental security dialogues, building on its recent engagements with bodies like the Eastern Africa Standby Force. The discussions are expected to foster collaboration and develop strategies for a comprehensive, whole-of-government and society approach to modern warfare and security concerns.
