Uganda Scraps Grade Two Magistrates, Ends Decades-Old Judicial Rank

The Ugandan Judiciary has officially discontinued the role of Grade Two magistrates, bringing an end to a judicial position that has been in existence for many years. This significant change means that Grade Two magistrates are no longer empowered to preside over or hear legal cases throughout the country.
The Chief Registrar, Agnes Alum, confirmed that the decision took effect at the beginning of this week. Judicial officers holding the Grade Two magistrate rank were instructed to cease their duties and formally hand over any outstanding case files to their successors or relevant authorities. This action signifies a shift in the structure and operations of the lower judiciary.
This reform is a key component of the Judiciary’s broader strategy to enhance the professionalism of its lower bench. The aim is to ensure that all judicial officers are adequately qualified and aligned with the current establishment and standards set by the institution. By eliminating this rank, the Judiciary seeks to streamline its operations and improve the quality of justice dispensed at the local level.
