The Ugandan government is reportedly close to finalizing a significant salary increment for key local government officials, including Resident District Commissioners (RDCs), Resident City Commissioners (RCCs), mayors, and LC5 chairpersons. This initiative aims to bolster the financial standing and operational effectiveness of these leadership roles across districts and cities.

The process, which was initially slated to commence during the 2025/2026 financial year, experienced delays primarily due to resource limitations. Ms. Catherine Bitarakwate Musingwiire, the Permanent Secretary of the Ministry of Public Service, confirmed that efforts are now in their concluding phases.

In addition to enhancing the remuneration of these elected and appointed officials, the government is also focusing on improving the overall funding and capacity of district and city service commissions. This broader approach suggests a commitment to strengthening the administrative and service delivery mechanisms at the local level.

The planned salary review comes at a time when other public sector workers, such as teachers, have been vocal about delayed salary enhancements and perceived “salary disparities” within government structures. These pending adjustments for local leaders signal a potential shift in prioritizing remuneration for specific administrative cadres within the public service.

The government’s commitment to finalizing these pay rises indicates a move towards better recognizing and supporting the roles of local government leaders in service delivery and administration. Further details on the extent of the increments and the exact timeline for implementation are expected to be announced soon.
