President Yoweri Kaguta Museveni has called for a dedicated policy framework to support Uganda’s elderly population, highlighting the importance of specialized healthcare and robust legal protections. Speaking at the International Day of Older Persons celebration, the President stressed the need for a comprehensive approach to cater to the unique requirements of older citizens.
Museveni emphasized that support for elders should be anchored in three traditional pillars: family, wealth, and home. He noted the mutual respect that should govern family relations, cautioning against both dictatorial elders and neglectful younger generations. The President proposed enacting laws to protect elders from disrespect and attempts to unlawfully seize their property, drawing parallels to biblical injunctions on honoring parents.
Addressing healthcare, President Museveni suggested a significant step: assigning a geriatrician to each district. He proposed offering scholarships for doctors to specialize in geriatrics, ensuring specialized medical knowledge is accessible to older Ugandans. He also underscored the importance of physical exercise and healthy lifestyles in mitigating age-related health complications.
Economically, the President defended the inclusion of older persons in the Parish Development Model (PDM), encouraging them to engage in activities like goat rearing. While acknowledging concerns about loan repayments, he insisted on their participation. The government is also considering proposals to lower the eligibility age for the Senior Citizens Grant (SAGE) and increase monthly payments, though current financial priorities present challenges.
The celebration also featured remarks from Minister Justine Kasule Lumumba and Minister of State for Older Persons, Hon. Jacqueline Mbabazi, who underscored the valuable contributions of the elderly to Ugandan society. The Ambassador of Ireland to Uganda, H.E. Mags Gaynor, pledged continued support from development partners.
President Museveni concluded the event by launching a “Daily Exercises Chart for Older Persons,” designed to promote physical activity and healthy ageing. This initiative aims to keep older Ugandans active and reduce lifestyle-related health issues.
