The Ministry of Finance, Planning and Economic Development is undertaking significant reforms intended to streamline budget execution and ultimately improve service delivery across Uganda. These initiatives are central to the government’s broader vision of transforming the Ugandan economy into a $500 billion entity by the year 2040, as articulated in the Financial Year 2026/2027 budget speech.

Central to these reforms is the adoption of a “Tenfold Growth Strategy.” Minister of Finance, Mr. Henry Musasizi, emphasized that the successful implementation of this strategy hinges on instilling greater discipline, accountability, efficiency, and integrity within government operations. The goal is to systematically eliminate wastage, corruption, and bureaucratic delays that have historically hampered effective budget utilization.

These reforms are expected to bring about a tangible shift in how public resources are managed. By focusing on these core principles, the ministry aims to ensure that allocated funds translate directly into improved public services, such as healthcare, education, and infrastructure development. The commitment to a strict, participatory, and programme-based budgeting approach is intended to create a more transparent and effective financial management system.

The government is calling on all stakeholders, including citizens and public officials, to actively support the approved budget allocations and their subsequent implementation. This collective effort is deemed essential for realizing the nation’s developmental aspirations and ensuring that public expenditure yields maximum benefit for all Ugandans.
