Uganda Security Printing Company to Produce Land Titles, Ballot Papers Locally

The Uganda Security Printing Company Limited (USPC) is gearing up to broaden its scope beyond national identity cards to encompass the local production of a variety of sensitive government documents. This strategic move aims to bolster national security and foster self-reliance in printing critical paperwork.

Hajj Sulaiman Nsubuga, USPC Management Coordinator, revealed during the My Identity Expo and Symposium 2026 that the company has already successfully printed 24 million national IDs for the National Identification and Registration Authority (NIRA).

The company’s ambitious expansion plan includes printing land titles, educational certificates, and ballot papers. Nsubuga stated, “This company will be printing all Ugandan official documents, including national IDs, land titles, educational documents and ballot papers. With time, we shall also start printing our own money.”

This initiative is expected to significantly improve the security and confidentiality of government information by minimizing the need to outsource printing to foreign companies. “This will help to keep privacy in our country unlike printing these documents from other countries,” Nsubuga emphasized.

USPC has completed major infrastructure development at its Entebbe facility and is now preparing to install specialized equipment necessary for these new production lines. The expansion is also anticipated to generate employment opportunities and cultivate local expertise in advanced security printing technologies.

Uganda Security Printing Company Limited is a state-majority enterprise, with the Uganda Printing and Publishing Corporation (UPPC) holding a 51% stake, and German security-technology firms owning the remaining 49%. The company’s long-term vision is to meet Uganda’s domestic demand for secure documents while contributing to industrial growth and local employment.

The announcement was made at a significant event focused on identity systems and secure documentation, highlighting Uganda’s ongoing efforts to increase its self-sufficiency in producing essential national documents and safeguard sensitive data.
