Teachers Urged to Upgrade Qualifications Under New ECCE Policy

Uganda is implementing a new Early Childhood Care and Education (ECCE) Policy 2025, which emphasizes the professionalization of pre-primary and primary teachers. The Ministry of Education and Sports has noted that fewer than 2,000 out of a targeted 3,000 teachers responded to a government-backed qualification upgrading program facilitated by Kyambogo University.

Ms. Safina Mutumba, Assistant Commissioner for Teacher and Curriculum Implementation Support, stressed the importance of teachers holding diplomas and degrees. She explained that a deep understanding of child development and learning processes is crucial for effectively educating young children. The policy mandates that all teachers in pre-primary institutions must be qualified, registered, and licensed according to the National Teacher Policy.

The ministry is actively disseminating the ECCE policy and its implementation guidelines nationwide. The aim is to enhance the quality of learning and care provided to young children. Institutions like ECD centers and pre-primary schools will also need to be registered and included in the Education Management Information System (EMIS).

Furthermore, the policy prohibits boarding sections in ECD centers and pre-primary schools. It also outlines structured active learning sessions from 8 am to midday, with any remaining time dedicated to daycare services including rest and care. The use of local languages in teaching young children is being promoted to ensure better comprehension, especially during their transition into formal schooling.

The government is also developing revised pre-primary and birth-to-three curricula. While penalties for non-compliance are yet to be established, the immediate focus is on stakeholder education and policy implementation. Teachers are encouraged to utilize available upgrading programs, some of which offer installment payment options for tuition.
