Gen. Tumukunde Advocates for Legal Framework to Define Kingdom Roles

Minister of Gender, Labour and Social Development, General (Rtd) Henry Tumukunde, has urged for a comprehensive review of legislation pertaining to Uganda’s cultural institutions. Speaking at the coronation of Omukama Edward Rukidi Nyabongo I in Fort Portal City, Gen. Tumukunde highlighted concerns about unchecked power within traditional leadership structures, suggesting it could pose a threat to national stability.
Gen. Tumukunde emphasized that while cultural institutions are vital for preserving heritage, their operations must be clearly defined by law. He intends to consult with the President to initiate a process of documenting cultural practices and establishing a clear legal framework. This, he believes, will help clarify the relationship between traditional customs, the institutions themselves, and the central government, thereby preventing internal power struggles.
The minister recalled that the restoration of kingdoms was a deliberate move to foster stability and safeguard Uganda’s cultural identity, reversing a history of instability linked to their abolition. He urged cultural leaders to organize their institutions independently while modernizing their operations and preserving their heritage.
During the ceremony, Gen. Tumukunde paid tribute to the late King Oyo Nyimba Kabamba Iguru Rukidi IV, who passed away at 34 after a 31-year reign. He lauded the late monarch as an exceptional leader for both Uganda and the Batooro people. He also commended the Queen Mother, Best Kemigisa, and the Babiito royal clan for their patience and composure during the succession period, especially amid internal family disputes.
Gen. Tumukunde specifically thanked Omujwera Musuuga Charles Kamurasi for his crucial guidance during the transition, which helped prevent missteps in complex cultural protocols. The coronation of Omukama Edward Rukidi Nyabongo I follows traditional rites and marks a significant moment for the Tooro Kingdom after 31 years.
