FDC Slams 'Blind' CCTV System Amidst Rising Kampala Gang Violence Post-Musician's Death

The Forum for Democratic Change (FDC) party has voiced strong criticism regarding the state of public safety in Kampala, highlighting a surge in gang violence, robberies, and assaults. This condemnation follows the recent death of legendary Afrigo Band musician Moses Matovu, who succumbed to injuries after a suspected violent attack on September 24, 2026.
At a press conference, FDC’s Deputy Secretary for Publicity, Mulindwa Walid Lubega, questioned the efficacy of Kampala’s extensive CCTV surveillance network. He pointed out that despite an investment of over Shs458 billion in the project, the system appears to be failing its primary purpose of deterring and apprehending criminals responsible for such incidents.
“You cannot claim to have built a sophisticated surveillance system to monitor citizens, but that same system goes blind when citizens are being killed by these senseless criminals,” Lubega stated, suggesting a misallocation of security resources. He argued that the government’s focus seems to be on political surveillance rather than ensuring the safety and security of the general populace.
The FDC also expressed deep concern over the perceived weaknesses within law enforcement, particularly the Directorate of Criminal Investigations (CID). According to Lubega, investigations often lack thoroughness, with cases frequently reaching court without adequate evidence or missing exhibits, hindering the pursuit of justice for victims of crimes like the attacks by “paver gangs” and the murder of Matovu.
Meanwhile, legal action has begun concerning Matovu’s death. The main suspect, Vincent Nsamba Arnold, a 47-year-old driver, has been remanded in Luzira Upper Prison after appearing in Makindye Chief Magistrate’s Court. His case is scheduled for mention on November 3, 2026, as police continue their investigations.
