Yumbe Schools Face Crisis as UPE Funds Remain Delayed

Head teachers in Yumbe District are reporting dire conditions in their schools, with a critical lack of basic scholastic materials like chalk, pens, and lesson plan books. The delay in the disbursement of Universal Primary Education (UPE) funds, which are crucial for daily operations, has left many institutions struggling to function.

Some schools have resorted to borrowing materials from neighboring institutions, and even support staff like watchmen and cooks are facing difficulties regarding their wages. The situation is exacerbated by the fact that schools officially opened for the third term on September 14, 2026, leaving many activities stalled.

Head teachers are appealing to the district education department for the release of the capitation grants to facilitate school activities. Even preparations for events like Independence Day celebrations are hampered by the lack of funds for necessary repairs and supplies.

Schools located away from refugee settlement areas, which often receive NGO support, are particularly hard-hit. Maintaining essential facilities like latrines has also become a challenge due to the inability to procure necessary chemicals.

District Education Officer, Mr. Rasul Luriga, explained that the delay is due to a Ministry of Education and Sports directive requiring a physical verification of student numbers before funds can be released. This head count process, which began last term, is still ongoing.

Authorities expect to finalize the student verification within the next two weeks, with funds anticipated to be disbursed to school accounts by mid-October 2026. In the interim, head teachers are advised to liaise with suppliers to secure necessary materials on credit. However, concerns remain that prolonged delays could significantly disrupt the learning environment and other vital school functions.
