Ugandan Tile Manufacturers Seek Protection from Cheap Imports

Local tile producers in Uganda are facing intense pressure from cheap imports, leading them to call for increased government intervention. Manufacturers argue that imported tiles, particularly from Spain and India, are flooding the market at lower prices, making it difficult for Ugandan-made tiles to compete.

According to Rebecca Erinah Nakiberu, a tile promotion specialist at Goodwill Uganda Ceramic Co Ltd, a key challenge is the consumer perception that foreign tiles are of superior quality and offer greater variety. “Customers think imported tiles are far better than locally produced tiles, which is not true because we also use high-quality raw materials,” she stated during a recent meeting of local manufacturers in Iganga Municipality.

Adding to the challenges are high production costs for local companies. Some specialized raw materials are not readily available within Uganda, necessitating costly imports from neighboring countries like Tanzania. This increases operational expenses, further disadvantaging local producers.

Hardware dealers echo these sentiments, noting that the lower price point of imported tiles from India and Spain makes them more attractive to consumers. Ivan Mukungu, a hardware dealer in Iganga, urged consumers to support the ‘Buy Uganda Build Uganda’ policy, emphasizing the quality of local products.

Manufacturers believe that raising import taxes could level the playing field and encourage the “Buy Uganda Build Uganda” initiative. They suggest that the government should consider measures similar to a 2019 proposal to increase import duties on tiles to promote local manufacturing.

The State Minister for Investment and Privatisation, Amina Mukalazi, has acknowledged these concerns and stated that the government is engaging with relevant agencies and stakeholders to address the challenges faced by local manufacturers, including competition from imports.
