Mityana Council Proposes Shs17.6 Billion Budget, Cites 3.5 Billion Shortfall

Mityana Municipal Council is embarking on consultations for the upcoming 2027/2028 financial year, with a proposed budget of Shs17.6 billion. This figure represents a significant decrease of Shs3.5 billion from the previous year’s Shs21.6 billion.

Mayor Faustin Mukambwe Lukonge attributed part of the shortfall to an unutilized Shs1 billion from the 2025/2026 financial year, which had to be returned to the central government. He also noted that ongoing funding for the municipality’s permanent headquarters has impacted resources available for other essential services.

The consultations, facilitated by SEATINI Uganda, involve council leaders, politicians, central government representatives, and residents. The aim is to foster public participation in planning and to prioritize spending on key areas such as infrastructure, roads, staffing, health, and education.

Minister of Lands, Housing, and Urban Development, Judith Nabakooba, stressed the importance of leaders actively engaging with communities to understand their challenges before setting development priorities. She urged for cooperation among leaders, emphasizing that placing the people’s interests first is crucial for achieving meaningful development.

SEATINI Uganda’s Executive Director, Jane Nalunga, commended the council for its commitment to public participation in the budgeting process. Stakeholders underscored the need for transparency, accountability, and coordination in budget implementation to ensure that funds effectively translate into improved services and infrastructure for Mityana’s growing population.
