Child Sexual Offenses: CSOs Demand 30 Legal Reforms

A coalition of civil society organizations (CSOs) in Uganda has urgently called for significant legal reforms to address the pervasive issue of child sexual offenses. Their advocacy stems from a growing body of evidence revealing a disturbing trend: approximately one in three girls and a considerable number of boys are at risk of experiencing sexual abuse.

These CSOs argue that the current legal framework is inadequate to protect children and to ensure justice for victims. They have identified a critical need for 30 specific legal reforms to strengthen protections, enhance prosecution, and improve rehabilitation services for survivors.

The proposed amendments target various aspects of the law, including definitions of offenses, age of consent, evidentiary rules, and sentencing guidelines. The organizations emphasize the need for stricter penalties for perpetrators and better support systems for children who have been subjected to abuse.

Speaking on behalf of the coalition, representatives stated that the existing laws are often not effectively implemented, leading to low conviction rates and a lack of accountability. They believe that these comprehensive reforms are essential to create a safer environment for children and to send a clear message that such crimes will not be tolerated.

The call for reforms comes at a critical juncture, as Uganda grapples with increasing reports of child sexual abuse across different regions. The CSOs are urging lawmakers and relevant government bodies to prioritize these changes and to act swiftly to safeguard the nation’s children.
