The Uganda Communications Commission (UCC) has welcomed Airtel Uganda’s collaboration with Starlink, a move aimed at enhancing mobile network coverage in areas previously lacking conventional telecommunications infrastructure. UCC Executive Director Nyombi Thembo highlighted that this satellite-to-mobile technology will serve as a valuable supplement to existing terrestrial networks.
This initiative aligns with Uganda’s broader goal of expanding communication services nationwide. Thembo emphasized that the partnership falls within UCC’s regulatory framework, which mandates national mobile operators to achieve 90% geographical coverage. This requirement specifically pushes operators to extend services beyond urban centers into challenging terrains like islands, mountainous regions, and dense forests.
The UCC maintains a technology-neutral regulatory approach, permitting operators to utilize diverse technologies to meet their coverage obligations. “Whether through terrestrial masts or orbital satellites, our ultimate priority is to ensure every Ugandan, regardless of location, has access to essential communications services,” Thembo stated.
The partnership allows compatible mobile devices to connect directly to Starlink’s satellite network where traditional mobile coverage is absent. This development follows a broader agreement between Airtel Africa and SpaceX announced in late 2025, targeting deployment across 14 African markets. The UCC had previously granted Starlink an operational license in May 2026, requiring a local presence and adherence to Ugandan regulations.
Airtel Uganda has been actively testing Starlink’s Direct-to-Cell technology, notably in Murchison Falls National Park, an area where terrestrial coverage is typically challenging. The UCC will continue to monitor the rollout to ensure service quality, reliability, and consumer protection standards are met.
