The Trump administration is reportedly preparing to impose sanctions on the entire International Criminal Court (ICC), according to two individuals familiar with the matter. This escalation represents a significant step in the U.S. government’s ongoing efforts to challenge the global tribunal, which prosecutes individuals for war crimes, genocide, and crimes against humanity.
The U.S. has consistently voiced its disapproval of the ICC, particularly regarding its investigations into alleged actions by Israeli leaders and American troops in Afghanistan. While the administration has previously sanctioned ICC judges and prosecutors, targeting the organization as a whole would mark a new level of opposition.
Such broad sanctions could severely hamper the court’s operations. U.S. Treasury sanctions would prohibit American citizens and companies from providing any funds, goods, or services to the ICC without a special license. This could disrupt essential functions like IT services, insurance procurement, hiring investigators, and even routine financial transactions, including paying its American staff.
The potential sanctions follow President Trump’s long-standing opposition to the ICC, which intensified after the court issued an arrest warrant for Israeli Prime Minister Benjamin Netanyahu in November 2024. The U.S. has never been a member of the ICC, which was established in 2002 to address atrocities when national courts are unable or unwilling to do so.
The timing of the announcement remains uncertain, though reports suggest it could coincide with the United Nations General Assembly. The State Department has not yet commented on these developments.
