Wakiso Fisheries Officials Threaten Resignation Over Alleged UPDF Harassment

Members of the Wakiso District Fisheries Management Committee are contemplating stepping down, citing persistent alleged assaults and interference from Uganda People’s Defence Forces (UPDF) personnel. The officials claim that instead of combating illegal fishing on Lake Victoria, some UPDF members are actively protecting these illicit operations, hindering the committee’s efforts.

During a recent meeting at Bugonga landing site, committee members voiced their frustrations. They reported instances of delayed military response during patrols and accused soldiers of engaging in selective arrests, allowing some illegal fishers to operate freely while targeting others. Concerns were also raised about soldiers allegedly interfering with confiscated illegal fishing gear and nets.

One incident described involved a marine officer allegedly arresting a fisherman with a small canoe while ignoring several boats using illegal nets. Another member recounted being assaulted by a military commander after confiscating illegal nets, claiming his phone was also taken. These actions have led to a feeling of insecurity and a breakdown of trust among the fisheries officials.

Wakiso District Fisheries Management Committee Chairperson, Edrisah Matovu, acknowledged that while not all soldiers are involved, the actions of a few are undermining the fight against illegal fishing. He urged members not to quit, promising to address the issue by identifying and weeding out errant individuals within the army. Matovu called for a meeting between marine leaders and committee members to resolve these critical issues.

Captain Muzamiru Gimogoyi, the 155 Marine Sector Commander for Wakiso, denied the army’s involvement in illegal fishing. He pledged to foster a better working relationship, encouraging committee members to report any soldier involved in such activities for immediate apprehension. Gimogoyi stressed the importance of collaboration to effectively combat the vice.

This situation arises following a directive from President Museveni in December 2025, which led to the restructuring of fisheries committees and their oversight by UPDF leadership. The fisheries committee members have only been in operation for a few months, and this conflict threatens to derail the renewed efforts to protect fish stocks in the district.
