Digital Tracking Leads Police to Major Boda Boda Theft Ring in Kampala

Kampala police have made a significant dent in motorcycle theft with the arrest of five suspects and the recovery of 12 stolen motorcycles in a recent operation. The breakthrough was enabled by the force’s Intelligent Transport Monitoring System (ITMS), which utilizes digital tracking to trace stolen vehicles.

The investigation began with a single reported stolen motorcycle. Using the ITMS, officers were able to track the vehicle’s movements, leading to the apprehension of two suspects in Busabala. During interrogation, these suspects provided information that directed police to Ndeeba, a Kampala suburb.

In Ndeeba, police discovered a chop shop operation where stolen motorcycles were being stripped of their tracking devices and resold. The operation uncovered 12 additional stolen motorcycles and led to the arrest of three more accomplices. Authorities report that the gang specifically targeted newer motorcycles, processing them in Ndeeba before selling them for around Shs1.7 million each.

The success of this operation underscores the transformative impact of the ITMS, which integrates digital number plates, databases, and real-time tracking. This system, supported by inter-departmental collaboration, has significantly improved the recovery of stolen vehicles. Between January and July 2026, the ITMS facilitated the recovery of over 200 stolen motor vehicles and nearly 100 motorcycles.

Victims have lauded the technology for its effectiveness. However, police caution that criminal syndicates are actively attempting to circumvent the ITMS by dismantling tracking units or altering the appearance of stolen vehicles. Law enforcement urges the public to report thefts immediately and provide proof of ownership to ensure swift action and maximize the effectiveness of these advanced surveillance tools.
