Deputy Speaker Tayebwa Addresses PDM Fund Concerns in Ruhinda North

Deputy Speaker Thomas Tayebwa recently conducted an assessment of the Parish Development Model (PDM) program in Ruhinda North County, engaging directly with constituents and local leaders to understand the challenges faced during its implementation. Several key concerns emerged, including significant delays in accessing funds, with some applicants reportedly waiting up to two years. Tayebwa explained that these delays are partly due to the installment-based release of funds and the large number of beneficiaries per parish, emphasizing the need for patience and transparency.

Concerns about corruption and illegal charges were also prominent. Tayebwa urged residents not to pay any fees to access PDM funds and encouraged reporting of any solicitations. He reassured the community that reporting corruption is safe, as recovered funds are reinvested into the program for other members. Instances where beneficiaries received less than the intended Shs1 million, particularly during the initial phase, were also discussed. Tayebwa advised those who received funds early to repay them to become eligible for subsequent rounds.

A significant point of contention was the underrepresentation of youth on PDM committees. Youth Councilor Ronald Nasasira highlighted that this lack of representation hinders young people from accessing their rightful share of the program’s funds, as a portion is earmarked for them. Tayebwa directed local leaders to immediately review committee compositions and ensure youth representation.

Further clarifications were provided regarding eligibility, with Tayebwa confirming that recipients of the Social Assistance Grants for Empowerment (SAGE) program are still eligible for PDM funds. Other issues raised included attempts to use fraudulent identification for applications and misinformation about the non-repayable nature of the funds.
