Contractor Pushed to Speed Up Utility Relocation on Namulanda-Bweya-Kajjansi Road Project

The contractor responsible for the 7.5-kilometer Namulanda-Bweya-Kajjansi road project, China Wu Yi Co. Ltd, is facing increased pressure to speed up the relocation of essential utilities. This directive was issued during a recent project progress meeting attended by key stakeholders, including the employer and consultant.

Outstanding utility relocation and issues with Project Affected Persons (PAPs) who have not yet signed consent forms for Right of Way (RoW) acquisition were identified as significant hurdles. To address this, the employer and consultant have been tasked with immediately engaging utility agencies to expedite the relocation process.

Nova Consult, the environmental and social supervisor, has requested the contractor to compile a detailed list of all outstanding RoW issues and the status of each affected person. This information is expected to facilitate more effective engagement and minimize potential delays.

Furthermore, the Wakiso District Engineer, Eng. Kyambadde Najib, emphasized the need for enhanced traffic management measures, particularly around deep excavation sites. He called for more flagmen and warning tapes to ensure the safety of all road users. Eng. Kyambadde also stressed the importance of verifying that newly constructed box culverts can handle the required water flow to prevent future flooding.

While acknowledging the progress made, officials also stressed the importance of maintaining quality and adhering to the project schedule. Despite the challenges, the project is currently ahead of its planned timeline, with cumulative physical progress at 5.8% as of September 2026, surpassing the planned 4.9%. Works completed include clearing, excavation, culvert construction, and swamp treatment, laying the groundwork for further construction.
