UPC's Denis Enap Faces Dismissal for Alleged Constitution Violations

The Uganda Peoples Congress (UPC) National Disciplinary Committee has taken a significant step by suspending Denis Adim Enap from the party, with a strong recommendation for his “dismissal with disgrace.” This decision stems from findings that Mr. Enap committed serious breaches of the UPC Constitution and 15 party regulations.
The committee, led by Paul Peter Okello, cited Mr. Enap’s alleged improper use of the UPC name, emblem, flag, stamp, and the title of party president. These actions were deemed contrary to the party’s constitutional provisions.
Despite being formally invited, Mr. Enap did not appear before the disciplinary committee for the proceedings. However, the committee noted that the complainant still bore the responsibility of proving their allegations with evidence, regardless of the respondent’s absence.
This disciplinary action is the latest development in the ongoing internal disputes within the UPC, particularly concerning the leadership. Mr. Enap had previously challenged UPC president Jimmy Michael Akena in the 2025 party leadership contest. That election was itself marked by controversy, leading to Mr. Enap’s disqualification.
Mr. Enap has contested the validity of the disciplinary proceedings, asserting that the committee lacks jurisdiction and is operating in defiance of a court ruling on UPC leadership. He claims that his own appointed committees are now the legitimate bodies within the party, and any actions taken by the Akena-led committee are illegal.
