Ntungamo District Welcomes New CAO as Fedelis Kiiza Transfers to Rukiga

Ntungamo District has officially welcomed William Kamara as its new Chief Administrative Officer, taking over from Fedelis Kiiza. Kamara, formerly the Town Clerk of Njeru Town Council, steps into the role aiming to continue and enhance reforms focused on improving service delivery, payroll management, revenue collection, and accountability.

Kiiza, who served the district for 23 years, including a period as Acting CAO, highlighted significant achievements during his tenure. One of his key successes was the thorough cleansing of the district payroll, addressing issues such as employees being assigned to incorrect cost centers and rectifying wage irregularities. This initiative, according to district leaders, has been instrumental in justifying increased wage allocations and ensuring staff are correctly positioned.

Furthermore, Kiiza spearheaded efforts to bolster accountability within the education sector. This involved implementing a physical verification process for learners before the release of government capitation grants to schools, effectively tackling the issue of ‘ghost learners’.

As he handed over, Kiiza acknowledged the support of the district council and leadership, urging Kamara to maintain the momentum of reforms and keep the residents’ interests at the forefront. He also cautioned his successor about an increasing trend of district employees initiating legal disputes, advising vigilance and adherence to legal guidance.

Kamara pledged to foster teamwork and transparency, emphasizing a focus on service delivery and close supervision of departmental projects. District Chairman Samuel Muchunguzi and RDC Miriam Kagaiga Mugisha commended Kiiza’s contributions and expressed their readiness to collaborate with Kamara to elevate Ntungamo’s performance.
